Identity card of a citizen of the Republic of Azerbaijan (confirmation of the identity of a foreigner in the territory of the Republic of Azerbaijan, respectively)
a document or an identity card of a stateless person for use in the territory of the Republic of Azerbaijan);
Driving license (except for the case of replacement of a driver's license due to loss), as well as a driver's license issued by the competent authority of a foreign state;
Document on payment of the state duty established by the law (except for cases of inaccuracy in the records of the driver's license);
Medical certificate for persons aged 60 and over, as well as for persons with diseases, the list of which is determined by the Ministry of Health of the Republic of Azerbaijan
The following circumstances are the basis for changing a driver's license
Expiration date;
Change of the owner's surname, name or patronymic;
Determining inaccuracies in writing;
Failure;
Loss;
Intention of a citizen of the Republic of Azerbaijan holding a driver's license issued by a competent authority of a foreign state to drive a vehicle for more than one month from the date of entry into the country in accordance with international agreements to which the Republic of Azerbaijan is a party;
Obtaining a temporary or permanent residence permit in the Republic of Azerbaijan by a foreigner or stateless person holding a driver's license issued by the competent authority of a foreign state in accordance with international agreements to which the Republic of Azerbaijan is a party in the field of traffic regulation.
Note
Replacement of a driver's license is carried out without examination, retaining all the categories previously held by the owner.
The validity period of a driver's license is as follows:
1) for persons under the age of 60 - 10 years;
2) for persons aged 60 and over - the period remaining until they reach the age of 70;
3) for persons aged 70 and over - 2 years;
4) for persons with diseases, the list of which is determined by the relevant executive authority of the Republic of Azerbaijan - the period specified in the medical certificate submitted, but not more than 2 years.
The right to drive vehicles of category "D" - from 23 years (up to 65 years and at least five years of experience in driving vehicles);
The right to drive a vehicle belonging to the "DE" category - from 26 years (up to 65 years and at least three years of experience in driving a vehicle belonging to the "D" category);
Driving license change shall not be carried out in the presence of an administrative penalty imposed on a person in the case of an administrative offense against the rules of traffic and traffic safety, which has entered into force and has not been suspended or postponed.
